The effect is totally synthetic, created in Cool Edit Pro, staring with at least two layers of noise each independently filtered with morphing FFT peaks, pitch shifts, chorus, diffusive reverb, etc., and partly self-modulated with a distorted version of the low-frequency components, and finally band-passed very gently (there is still plenty of low frequency if you want to focus on that). Suggested use is to apply further filtering to match the need, and layer with other ambient sound effects as needed (including flutter or other wind-caused effects). This is not an actual recording, and in fact any real recording of such a thing would be difficult to achieve (not the least reason for which would be the need to shield the microphone from such high wind) and would probably include strong artifacts of individual items fluttering, rattling, or whistling, which this synthetic version avoids.
