It's super late at night (or actually early morning now) so maybe I am going a bit crazy, but I thought this looked like a "Wash Your Hands" sign. I suppose it's a remix of a "no littering" sign though, so I hope it doesn't look like a "littering is ok" sign? Those are SOAP bubbles, wash your hands after you use the bathroom, ok? Clean clean!
